The New Taipei City Art Museum Park consists of the main museum building, the Newme Center, and the outdoor park, serving as a public space that combines art, ecology, and leisure. The green-filled outdoor park serves as an everyday space for the local residents to relax, walk, and exercise. There are rivers, sand pits, hills, and green spaces within the park, creating a rich ecology and beautiful scenery. In addition to the natural landscape, numerous public artworks are placed around the area, such as "Seed" on the North Lawn, "Opposition and Harmony" on the South Lawn, "Voice Pattern" scattered throughout the park, and outdoor public art pieces "Clay", "Ceramic Life", "Mud Walk", etc., located in the heart of Sanying.

Located next to the main museum building, the Newme Center is refurbished from the existing building (Sanying Art Village), serving as a space for the museum's artist residency and diverse exhibitions. It will continue to host various art and cultural events in the future, acting as an art promotion base. The architecture of the New Taipei City Art Museum was designed by Taiwanese architect Yao Ren-xi, comprising the main building and the ground floor "Newme Gathering." The architectural design integrates the perspective of cultural history, emphasizing the balance between the building and the natural environment, reflecting the dialectical relationship between the "modernity" and "humanism" of contemporary architecture. The design of the "Newme Gathering" mimics the pattern of the cracking bed of the Dahan River, with the main building spanning across it. The differently textured surfaces collectively create a visually piercing effect, allowing the museum's domain to intersect and circulate with urban space, creating a public-friendly aesthetic space.
